We are Ambitious for Sutton. We have a clear vision for the kind of place we want Sutton to be. Our ambitious and exciting plans require us to think differently about the way we work and the ways in which we finance and deliver our services.

As part of our ambition to adopt an outcomes-based approach and strengthen our service offer to young people at risk in Sutton, we lead an innovative new commissioning partnership of London boroughs, the Pan-London Care Impact Partnership. The Partnership has procured a social outcomes contract to deliver therapeutic intervention services to prevent young people entering care.

Over the past year, the Pan-London Partnership has doubled in size from five to ten London Boroughs. We are therefore looking for a Commissioning Manager to join our Pan-London Partnership Commissioning Team for 12 - 15 months to cover the remaining delivery term of the social outcomes contract.

Working with Sutton’s Commissioning Lead for Social Investment and the Partnership’s Project Support Apprentice, the Commissioning Manager will be responsible for engaging a wide range of stakeholders to ensure delivery of a high quality commissioning service to ten London boroughs.

The Commissioning Manager’s responsibilities will include (but will not be limited to):
  • Regular and insightful review of provider performance and tracking of financial and non-financial service outcomes to ensure delivery of optimum service value across the Pan-London Partnership.
  • Liaison with National Lottery to ensure drawdown of National Lottery grant contribution to Local Authorities.
  • Engagement and oversight of an external research partner to undertake an independent review of the programme.
  • Effective oversight of management processes to ensure compliance with payment-by-results service contract terms.
For this role, you will need to be a highly effective stakeholder manager with the skills to develop and maintain constructive working relationships and engender confidence with multiple Local Authorities’ leads across a range of functional disciplines, the provider and investor partnership, and the National Lottery. You will be a strong analyst able to collate, analyse, and translate service performance, client profiling and outcome information and data into valuable and insightful analysis. An organised and experienced project manager, you will have the skills to identify and facilitate resolution of service performance issues working across both functional and organisational boundaries to ensure best outcomes for young people.

If this is you and you wish to be part of this exciting programme, we would welcome your application.

Before applying please refer to the Role Profile and ensure you meet the essential criteria. You will then need to complete the online application, adding a supporting statement addressing how you meet the criteria outlined the role profile.

Please also refer to the attached Leadership Expression for more information about the behaviour we encourage all our employees to display.

Closing Date: 25th November 2019
