Community Infrastructure Levy (CIL) Apprentice - Planning Team
Salary - £12,579 per annum (level 3) / £15,207 per annum (level 4)
Contract status - Fixed-term for 18 months (level 3) / Fixed-term contract for 2 years (level 4)
Hours - Full-time, 36 hours per week (20% study time)
Location - 24 Denmark Road, Carshalton 
Apprenticeship framework/standard - Business and Administration Level 3 / Business and Professional Administration Level 4 (Successful applicant will be appointed on apprenticeship level in line with their previous experience and qualifications)

About the role
Join the London Borough of Sutton’s Development Management team for exciting opportunities to support on the management and operational requirements of Sutton’s Community Infrastructure Levy (CIL) and Section 106 developer contributions (S106).

Community Infrastructure Levy and Section 106 contributions are a tool for local authorities in England and Wales to help deliver infrastructure to support the development of the area. The money raised and collected through development can be used for a range of infrastructure needs within the borough including funding new schools, park improvements, improved public transport links and road improvements amongst others. The role will involve delivering high quality, robust and transparent decision making within tight time frames on matters relating to S106 legal agreements and CIL to ensure that Sutton is recognised as delivering an excellent planning service for all of our customers.

About you
We’re looking for someone with enthusiasm to learn to lead on a range of built environment disciplines but in particular on helping negotiate and secure vital infrastructure. Throughout your apprenticeship we’ll support you to develop your skills and knowledge to take responsibility for the effective implementation and monitoring of CIL and Section 106 agreements and manage the collection of related financial developer contributions arising from both.

To be successful in this role you’ll need to be a highly organised individual with the ability to read and apply complex legislation within a highly technical working area. The ability to multitask and meet tight deadlines is a must, as are strong maths and english written and verbal skills.

Please note, in order to qualify for apprenticeship funding and be considered for this post you must meet the following criteria. Those who don’t meet the below criteria will not be considered:
  • Hold a GCSE level C/equivalent as a minimum in Maths and English and be able to present original qualification certificates
  • For level 3 and 4 - Hold 5 GCSEs at grade C/equivalent as a minimum
  • For level 4 - Hold 3 A Levels at grade C/equivalent as a minimum or equivalent qualifications e.g. BTEC
  • Only apply for an apprenticeship unrelated to any qualifications they hold at the same or higher level than the apprenticeship they wish to apply for. The apprenticeship being applied for must be unrelated in subject and content from the qualification already held.
  • Not be enrolled on another funded apprenticeship or another funded further education or higher education programme at the time you start your new apprenticeship.
  • Have the right to work and study in England and be one of the following:
  1. A citizen of a country within the European Economic Area (EEA) or have the right to abode in the UK and have been resident in the EEA for at least the previous three years on the first day of your apprenticeship.
  2. A non-EEA citizen with permission from the UK government to live in the UK, (not for educational purposes) and have been ordinarily resident in the UK for at least the previous three years before the start of learning.
Our offer
Our apprenticeships offer 23 days paid annual leave, access to our online staff benefits portal (including discounts at local and national shops, restaurants and attractions), and a minimum starting salary of:
  • £12,579 per annum for level 3 apprenticeships (equivalent to 2 A Level passes)
  • £15,207 per annum for level 4 apprenticeships (equivalent to a HNC/Foundation Degree)
